Student will have an overview of governmental politics at local and state level included a control of local government, the status and functions of the SAO of the SR, student understands government behavior and impacts of governmental decisions on citizens and economics.
Welfare Economics. Externalities. Public goods. Imperfect information. Other forms of market failure. Government failure. Collective decision-making processes. Decision-making within the framework of the common agricultural policy. Government spending and taxation from the perspective of public choice. Income distribution and efficiency. Characteristics of selected Slovak public sector branches. Meaning and basic functions of control of local government. Structure of control activity in local government. Status and role of the SAO of the SR in control mechanism of public finances in the Slovak Republic.
Financial control (preliminary, continuous and follow-up) and internal audit. Basic principles and procedures of inspection activities and the role of auditors in the performance of control activities in local government. Control activities in public procurement, in keeping with the budgetary rules, the management of assets of towns and villages, the management of tax revenues, accounts and so on.
