Prerequisites for registration: none
Assesment methods :
During the semester there will be 1 written tests for 20 points. Final written exam is for 80 points. To obtain the grade A it is necessary to get at least 93 points for grade B at least 86 points, C at least 79 points, D at least 72 points D and E at least 64 points.
Learning outcomes of the course unit:
The main aim of the course is to inform students about basics in functioning of the local self-government with the focus on the financing system, financial polices of a municipality, budgetary process and property management.
Course contents:
- Public administration reform with emphasis on fiscal decentralization in the Slovak Republic
- Characteristics of local self-government, objects, entities
- Field trip focused on understanding the performance and funding of practical tasks in selected municipalities
- Structure and function of local self-government finance
- Local self-government financial strategy - creating financial policies
- Budgeting in terms of local self-government
- Programme and performance budget
- Assets of local self-government
- Debt management of local self-government
- Investment planning and financing of municipal development projects
- Citizen participation in the municipal financial management
- Municipal communal policy
- Communal politics municipality
