Title of the thesis:The Usage of Municipal Property for Business (Towns Liptovský Mikuláš and Ružomberok)
Summary:Municipal property can be used for various purposes. One of the purposes is the business activity. Cities have the opportunity to execute the business activity through the existence of business companies. Urban enterprises are not very often subjected to an examination of the general population but they are entirely or partially funded by public funds and therefore there is not the reason not to be subjected to public scrutiny. The main goal of my diploma thesis was to assess the ways how the cities use their municipal assets for business purposes with an emphasis on business through business companies. We were able to achieve the main goal by using collected primary and secondary sources. The examination was carried out in two cities: Liptovský Mikuláš and Ružomberok. The reason for choosing those two cities was that they have been based on the same size category in population, in the range from 20 000 to 49 999 inhabitants. The thesis consists of two key parts. In the first part, our intention was to define the theoretical approaches related to the issue of property, its structure, its evaluation, its management and its usage etc. The second part, in addition to the general characteristics of the investigated cities with the help of use selected benchmarking property indicators, was also focused on the identification of business companies with equity participation of the cities. For each of examined cities, we have chosen one business company, which has been subjected to deeper analysis. The selected companies were approached through the questionnaire on the disclosure of the requested information. The final part of the diploma thesis contains the identified problems of business companies but also problems of the examined cities, which arise in the usage and management of the municipal property. Subsequently, suggestions for recommendations to improve the problematic issues. The city of Ružomberok had the evidently higher number of business companies with equity participation of the cities. There were 6 business companies in Ružomberok with limited liability. On the contrary, the town Liptovský Mikuláš had only 1 business company with the limited liability and 2 joint stock companies, while in joint stock companies, the city was 100 percent owner.
