Title of the thesis:Land assessment determination in land consolidations by multi-kriteria evaluation system
Summary:In present the ground design is the most positive intervention to the agricultural country. It solves the new organisation and protection of the land. Land assessment is part of the ground design problematic. The assessment base of original or new lands is the creation of the land bonity map. This land bonity map is the basic document by assessment of original lands that are found in the register of new lands origin and value in distribution plan. It is also important to review how the adequate value criteria kept is. Based on land assessment map the value of original or new lands is defined by graphic overlay of original or new land map with bonity map. Comparison of the real land value and the value based only on Ecological soil-quality units (ESQUs) is currently an open question that needs (requirements for practice) in the ground design process and addressed in the scientific research. The interesting research subject is to review the current state of land assessment for the ground design purpose by the ESQUs system and to find and new method that reflects realistically the land benefit at the site designated for allocation of land. The purpose of this work is to outline the design process of determining the relative land value multi-criteria evaluation system. Several criteria that have a significant impact on the final land value are defined. The result is the methodology and system of land assessment algorithms in ground design. The whole workflow is adapted to current legislation in the process of ground design and methodological instructions using the values specified by the guidance manual. Standard methods for solving/analysis/processing of specific sub-problems /tasks/processes/data are used. Assumptions for practical solution are: - Not to cause change in legislation and methods of ground design except of the order of individual processing stages of ground design projects. - We suggest keeping forest lands assessment unchanged. - We suggest keeping principle of land bonity map. - Take in to account practical experiences with assessment by form of coefficient based on local knowledge. - Take in to account territorial development in the area of ground design based on municipal landscape planning or on purpose based on negotiations with council. - To avoid disproportions caused by ESQUs boundaries within the projection areas. Presented work is trying to outline the solution of the land assessment problem in a purpose for ground design that emerges from current experiences and methods. We also want to emphasize that this is not the final solution, but an impulse for the scientific discussion to continue and develop on outlined solution.
