Title of the thesis:Social services as increasing factor in quality of life of rural population
Summary:The main objective of the dissertation thesis was to identify the specific position of rural municipalities in social services provision and to draw proposals to enhance quality of social services provision in rural areas. The partial objectives were as follows: investigation of rural municipalities position in provision of social services, identification of specificities of rural municipalities in social services provision, together with identification of barriers in this respect, identification of spatial discrepancies in provision of social services for the elderly, drawing the proposals for improvement of provision of social services in rural areas. The body of the thesis consists of four parts: investigation of legislation and strategic documents -- the background of social services, regional comparisons of social services provision for the elderly, analysis of demographic development, and case study focusing on views on social services provision in three selected territories. In the conclusion, the specific features of rural municipalities concerning their position in social services provision are identified and several options for improvement of the current situation are proposed. Given the current demographic development and division of competences between state and self-government, particularly the small and medium-sized municipalities should establish cooperation in order to provide high-quality social services; it is also favourable to change the division of competences so as to let the rural municipalities be responsible for field services only. The outcomes of the thesis can be utilized in creation and adjustment of legislation in the field as well as in forming the pressure on municipalities, focused on cooperation, as we assume that it is the only clear solution for qualified provision of social services by all municipalities without exemption.
